ENVIRONMENTAL PERMITTING ENGINEER

little bit safer? Join us at BGCAPP (Blue Grass Chemical
Agent-Destruction Pilot Plant) where we will design, build,
systemize, test, operate and close the plant whose mission is the
safe and environmentally sound destruction of the chemical weapons
stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond,
KY. The 15,000 acre depot stores mustard and nerve agent in rockets
and projectiles. Our design concept for the pilot plant maximizes
the use of existing technology from other successful chemical
demilitarization facilities as well as First of a Kind (FOAK)
technology. Our client is currently seeking an ENVIRONMENTAL
PERMITTING ENGINEER.
What You'll Be Doing:
--- Parsons is seeking an Environmental Permitting Engineer to
support the BGCAPP environmental permitting activities for our
client (i.e., the U.S. Army).
--- In this position, you will report to the Environmental
Permitting Manager and provide environmental and engineering
support during the development of environmental permit applications
and other documents.
--- Position requires
1) working with the environmental permitting staff to support
Facility Construction Certification (FCC) and ensuring that
regulators' questions and requests are satisfied, conducting public
meetings, and communicating modifications in permit requirements to
applicable departments;
2) providing input to BGCAPP systemization and operations personnel
and assuring environmental permitting and regulatory matters are
properly addressed in procedures, SOPs, and other documents being
prepared by these groups;
3) determining project permit requirements and ensuring these
requirements are placed into operating procedures via the use of
project databases or other means; and
4) preparing and submitting permit modification requests as needed
for all project environmental permits.
--- Specific environmental regulatory areas of responsibility
include Air (CAA) Permitting, Air Permit Compliance and Reporting,
Kentucky Hazardous Waste (RCRA) Permitting, Water (KPDES)
Permitting, Toxic Substances (TSCA) Permitting, Federal
Environmental (HSWA) Permitting, Annual Tier II/Toxic Release
Inventory Reporting and Review of Project Documentation
--- It is expected that the Environmental Permitting Engineer will
can perform complex evaluations of project drawings, designs,
calculations and concepts.
--- In addition, this individual will be capable of providing
training to others while concurrently using his/her expertise to
support others working in environmental permitting.
What Required Skills You'll Bring:
--- Requires Bachelors Degree in Engineering or Science with at
least ten (10) to fifteen (15) years of environmental permitting
and compliance experience
--- Experience: Environmental permitting work experience in a
treatment, storage, and disposal facility (TSDF) or in
industrial/commercial hazardous waste management to include work at
a chemical agent demilitarization plant is preferred
--- Environmental and engineering design experience at a
demilitarization facility, chemical plant, nuclear or fossil power
generating station, naval or maritime station, or other heavy
industry at a supervisory level is preferred.
--- Must be able to hear audible alarms, identify colors, and
see/read/understand warning lights and signs.
What Desired Skills You'll Bring:
--- Experience: Environmental permitting work experience in a
treatment, storage, and disposal facility (TSDF) or in
industrial/commercial hazardous waste management to include work at
a chemical agent demilitarization plant is preferred
BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety
and AR 190-59 Chemical Agent Security Program) which govern persons
performing work under the Chemical Personnel Reliability Program
(CPRP) and Unescorted Access Program (UAP). Depending on the work
performed and the access granted a government security
investigation and other physical requirements may be mandated.
Eligibility to be placed in a CPRP or UAP position requires US
citizenship.
BGCAPP is a Drug Free Workplace. All employees are subject to and
agree to random drug and alcohol testing as a condition of
continued employment for the duration of their assignment.
This position may also require use of PPE (Personal Protective
Equipment) and personnel must pass a respirator fit test and
pulmonary function test.
Lifting/Carrying: Infrequently. Climbing: Occasionally.
Bending/Kneeling: Occasionally. Sitting: Frequently.
Walking/Standing: Occasionally. Hearing: Able to hear audible
alarms. Vision: Able to see/read/understand warning
lights/signs.
Ability to obtain and maintain Blue Grass Army Depot (BGAD) site
access is required. Access requirements include completion of a
local records check and National Crime Information Center (NCIC)
check.
BGCAPP operates on a 24/7 schedule including weekends and holidays.
Ability to work a flexible schedule may be required.
