Description:? Responsible for management of all Government property in support of the Lockheed Martin SOF GLSS contract. The Contract's Logistics operations includes managing over $3B in inventory and 4.5M items in support of 40 DoD Programs. ? Responsible for the management of approximately 40K pieces of Base Contract Property dispersed over CONUS and OCONUS locations IAW FAR and DFARS requirements. ? Responsible for designing and implementing overarching control mechanisms for the key logistics functions of property control and accountability to ensure logistics operations are being executed to established standards and metrics across the enterprise using the inventory / property management system. ? Responsible for maintaining strict accountability of all property under the control of the contract. Ensuring enterprise standards/processes are enforced, collect and analyze supply data / metrics to correct negative trends, ensure effective use of government material. ? Ensure inventory / property management system remains in accordance with Federal Acquisition Regulation (FAR) property requirements. Manage a Property Management Team to ensure an auditable record of all transactions that affect balances and/or changes to the property under this contract to include receipt, tagging and sub hand-receipt processing, custodian for all Government Furnished Property, and annual reconciliation of hand-receipted property. Maintain accountability of all property that includes on-hand, due in, in-repair, and in-transit property. ? Initiate and maintain the processes, systems, procedures, records, and methodologies necessary for effective and efficient control of Government Furnished Property used to support the overall contract
? Conduct inventory procedures IAW DoD policy, which includes validation of account balances and provide Inventory Accuracy Reports of all property including scheduling annual inventory plans, conducting initial counts and recounts as needed, conducting causative research, and adjusting inventory records to ensure database and floor counts match. ? Use automated identification technology devices to streamline logistics operations and improve accountability ? Providing direct leadership of a 30-person team logistics team that includes inventory control system and data base management, property control, and property verification.
? Serve as the Senior Leader interface between LM SOF GLSS contract and onsite DCMA Property Administrator (PA) and staff. ? Plan, prepare for and execute annual DCMA Property Management Systems Audit (PMSA). Synchronize LM PMSA effort between Logistics and matrixed support provided from Production Planning and Control (PP&C), Subcontracts, Production Operations, Contracts and Quality. Synchronize IUID effort across functional teams. ? Manage LTDD process for non-GFR items.
? Provide guidance to subordinates based on Lockheed Martin Missile & Fire Control (MFC) policies and program guidance.
? Embrace and emulate Full Spectrum Leadership (FSL) tenets during the performance of daily duties with the customer, senior leadership, peers and subordinates.
? Plan and procure the resources needed to meet contract obligations and improve the efficiency of the organization. ? Effectively communicate the Logistics team's performance to leadership and the customer. Effectively communicate the vision and expectations to team members while also empowering the team and holding them accountable for their performance.
? Provide planning, organization, control and integration across program/project activities. ? Ensure horizontal integration with the SOF GLSS programs and customer stakeholders. ? Develop, maintains and monitors program metrics identifying operational deficiencies, establishing root cause and recommendations for corrective action.
? Identify areas of process improvements for program policies and procedures
Basic Qualifications:
? Previous experience at a senior level leader / manager within DoD or other Government Agency with Government Property Management responsibility. ? Experience and understanding of DoD Logistics systems / processes and Federal Acquisition Regulation (FAR) compliance and property accountability. Experience with executing inventories and inventory control.
Desired Skills:
? Previous work experience designing and implementing Logistics Automation systems and technologies to improve logistic efficiencies, effectiveness, inventory control, provisioning, forecasting, and metric generation. ? Experience with COTS Government On Line Data (GOLD or GOLDesp) Inventory Management System, Jobscope Defense Property Accountability System (DPAS) and SAP is desired but not required. ? Lean / Six Sigma certification or experience.
